James Meyer was a partner in the Alexandria civil engineering firm, Meyer, LaCroix, Meyer, and Hixson. They worked together to build a new airport. James Meyer was a Rapides Parish native who died in 1998. In 2011 the terminal was dedicated to him, and Meyer's widow, Joy Sumner Meyer, spoke at the ceremony.

Alexandria International Airport began working in 1939 as it operated as an emergency for Elser Regional Airport. However, the airstrip was managed by the Department of Defense on the eve of World War II. it was Alexandria Army Airbase from this time. In 1946 it became Alexandria International Airport. This airport had an essential role during hurricanes Katrina and Rita. It was designated by the Louisiana Department of Transportation to support the passengers, and it operated as a command center for coordination.
